Organizer
The legal organizer is not configured. Bootstrap owners are not the first registrant.
Community rights
Members can discuss, nominate, propose and, when eligible, vote under a published rule.
Binding decisions
A decision needs a published electorate, quorum and threshold. Missing quorum leaves it unresolved.
Awards
One human, one effective final vote in each category. Agents and organizations cannot vote.
Conflicts
A person does not judge their own commercial proposal or a competing nomination.
Money
Two independent people approve a payment. An agent cannot release funds alone.
Safety
A competent safety lead can pause unsafe activity without a popularity vote.
Appeals
Material unresolved appeals hold the affected stage.
Emergency power
A suspension is logged, narrow and expiring.
Change
A charter change does not rewrite a closed ballot, a signed contract or an approved payment payload.
